Training
requirements for European Carriage of Dangerous Goods by Road
(ADR) 2005 Edition - Chapter 1.3
"Training
of persons other than drivers involved in the Carriage of
Dangerous Goods by Road."
Persons
whose duties concern the carriage of dangerous goods by road
shall receive training in the requirements governing the carriage
of such goods appropriate to their responsibilities and duties.
This requirement shall apply to personnel who are employed
by the consignor, freight forwarders, road transport operators
and shipping agencies who process documentation, as well as
personnel who load and unload dangerous goods.
The
training shall take the form appropriate to the responsibility
and duties of the individual concerned.
A
- General Awareness Training
Personnel shall be familiar with the requirements of the
provisions for the carriage of dangerous goods by road.
B
- Function-Specific Training
Personnel shall receive detailed training, commensurate directly
with their duties and responsibilities in the requirements
of the regulations concerning the carriage of dangerous goods
by road.
C
- Safety Training
Commensurate with the degree of risk of injury or exposure
arising from an incident involving the carriage of dangerous
goods, including loading and unloading, personnel shall receive
training covering the hazards and dangers presented by dangerous
goods.
The
training provided shall aim to make personnel aware of the
safe handling and emergency response procedures, together
with an awareness of the requirements of other modes of transport,
where the carriage of dangerous goods will involve a multimodal
transport operation.
Details
of all training undertaken shall be kept by both the employer
and the employee and shall be verified upon commencing any
new employment. The training of personnel involved in the
carriage of dangerous goods by road shall be periodically
supplemented with refresher training to take account of changes
in regulations.

Training
Requirements - taken from the International Maritime

Introductory
note
The
successful application of regulations concerning the transport
of dangerous goods and the achievement of their objectives
are greatly dependent on the appreciation by all persons concerned
of the risks involved, and on a detailed understanding of
the regulations. This can only be achieved by properly planned
and maintained initial and retraining programmes for all persons
concerned with the transport of dangerous goods.
Shore-based
personnel engaged in the transport of dangerous goods intended
to be transported by sea should receive training in the contents
of dangerous goods provisions of the IMDG Code commensurate
with their responsibilities.
Shore-based
personnel include those who:
- Classify
dangerous goods and identify Proper Shipping Name of dangerous
goods;
- Pack
dangerous goods in packages;
- Mark,
label or placard dangerous goods;
- Pack/unpack
Cargo Transport Units;
- Prepare
transport documents for dangerous goods;
- Offer
dangerous goods for transport;
- Accept
dangerous goods for transport;
- Handle
dangerous goods for transport;
- Prepare
dangerous goods loading/stowage plans;
- Load/unload
dangerous goods into/from ships;
- Carry
dangerous goods in transport;
- Enforce
of survey or inspect for compliance with applicable rules
and regulations; or
- Are
otherwise involved in the transport of dangerous goods as
determined by the competent authority.

- General
Awareness/Familiarisation Training:
- Each
person should receive training designed to provide familiarity
with the general provisions for dangerous goods transport
provisions.
- Such
training should include a description of the classes of
dangerous goods; labeling, marking, placarding and packing,
stowage, segregation and compatibility provisions; a description
of the purpose and content of the dangerous goods transport
documents (such as the Multimodal Dangerous Goods Form and
the Container/Vehicle Packing Certificate); and a description
of available emergency response documents.

Function-Specific
training
Each person
should receive detailed training concerning specific dangerous
goods transport provisions that are applicable to the function
that person performs.

Safety
training
Commensurate
with the risk of exposure in the event of a release and the
functions performed, each person should receive training on:
- methods
and procedures for accident avoidance, such as proper use
of package handling equipment and appropriate methods of
stowage of dangerous goods;
- available
emergency response information and how to use it;
- general
dangers presented by the various classes of dangerous goods
and how to prevent exposure to those hazards, including,
if appropriate, the use of personal protective clothing
and equipment; and
- immediate
procedures to be followed in the event of an unintentional
release of dangerous goods, including any emergency response
procedures for which the person is responsible, and personal
protection procedures to be followed.
The training
required should be provided or verified upon employment in
a position involving dangerous goods transport and should
be periodically supplemented with retraining as deemed appropriate
by the competent authority.
